Narrative description of Project:
The project, located in Doha City in
the vicinity of the Immigration Roundabout, consists of the
construction of:
-
An underpass along Khalifa St./Luqta Road
-
A Flyover along 22 February Street / Al Shamal
Road;
-
The reconstruction of Shamal Road, an existing
three lane–dual carriageway road, up to the south of Gharrafa
Interchange.
The Project was initially awarded to the Contractor on a lump sum
basis for an amount of Q.Rls 175,000,000.00 (One Hundred Seventy
Five Million Qatari Rivals). During contract negotiations, the
Scope of Works has been increased to include the construction of
an underpass along Al Al-Hanna-Al Beday Streets.
The total revised contract amount now
is Q.Rls
204,000,000 (€ 53,7 million)
The scope of works also includes the replacement/relocation of
high voltage cables between Al-Gharrafa Substation and Al-Gharrafa
South and Al Sowaidi Substations, respectively
The project comprises the construction of roadway signalling and
pavement marking, landscaping, street lighting,
Irrigation
ducts, diversion and/or protection of services such as Electrical
Power, Water, Q-Tel, Sewerage, Storm drainage etc.
The Project is considered particularly difficult because of the
following main aspects:

Very tight construction schedule
-
Location of the works in a densely inhabited and
traffic congested area
-
Interference with many underground utilities that
have to be diverted/relocated
-
Installation of H.V. cables and large diameter
pipes requiring a long procurement time
The Contract foresees the completion of all the works in a period
of 16 months starting from 15/10/02.
The following are the main activities carried out by the
Consultant’s staff :
-
Implement all administrative and technical
procedures required to ensure the successful
supervision of the works within the responsibilities assigned to
him by the Engineer’s Representative and the Engineer.

Regularly review the Contractor's work programme
in order to ensure that the construction activities are carried
out according to realistic programmes and in full respect of
safe and healthy working conditions.

Formulate and regularly update day-to-day
supervision procedures, report formats and laboratory test
forms.

Inspect the works progress on site to ascertain
that the construction is carried out in accordance with the
design and specifications;
-
Prepare and submit for the Engineer’s review and
signature Administrative Orders and Instructions;
-
Prepare Reports to appropriately and timely
inform the Engineer of any problem affecting the work quality
and/or progress and advise on remedial actions and plans;
-
Advise and assist the Engineer in resolving any
discrepancies in the contract documentation, including designs,
drawings, bill of quantities and specifications.

Initiate actions, under the Contract, if the
Contractor files requests of new unit rates, claims or disputes
and advise the Engineer on actions to be taken
-
Ensure the regular processing and submission of
Payment Certificates, based on the interim payment statements by
the Contractor.
